宁德50个社区便利店10月底前“上岗”

    5月2日，记者从省经贸委商贸处获悉，全省将新建或改造500个社区便利店，其中宁德市今年任务目标为50个，要求10月底建设完成，正常营业。此举旨在深入贯彻落实国务院《关于深化流通体制改革加快流通产业发展的意见》，进一步完善社区商业配置，推动我省社区商业网点建设，实现便利消费进社区的目标。

　　据了解，此次建设社区便利店的承办企业需具备以下条件：首先是注册资本在100万元以上，并具备2年以上从业经验，近两年未受过任何处罚;以特许加盟形式发展连锁便利店的，应符合国务院《商业特许经营管理条例》规定;制定2013年便利店建设规划，如实反映企业投资便利店的可行性;组织机构、规章制度健全，运营规范，经营状况良好，历年已建成的便利店仍在持续经营中，连锁企业在2013年的项目建设期内(2012年11月1日至2013年10月31日)新建或改造的门店数不少于3家;承办企业承诺依法依规经营。

　　便利店承办企业由县级经贸部门会同财政部门向设区市经贸、财政部门推荐，设区市经贸、财政部门按照承办企业条件核准选定后，将省定建设任务落实到确定的承办企业，并具体明确便利店网点，填制《2013年社区便利店建设规划汇总(备案)表》，于2013年5月5日前报省经贸委和省财政厅备案并组织实施。

　　记者了解到，目前该项目处于项目申报阶段，有意参与的企业需要抓紧时间申报。据市经贸委工作人员介绍，申报企业需要提供材料有：工商营业执照原件和复印件(原件经县级经贸部门核对后返还);以特许加盟形式发展连锁便利店的，应提供依法进行商业特许经营备案的证明;包含企业基本情况、组织机构、制度建设、近两年经营情况的情况简介，以及2013年便利店建设计划等内容的企业承办便利店建设申请书;企业承诺依法依规经营便利店的承诺书。

　　此外，建设完成后的便利店还需经过验收程序，省级财政对验收合格的便利店按每家2万元给予补助。设区市经贸、财政部门按规定联合开展项目验收，并于项目验收通过后10日内将省级财政补贴资金拨付到项目单位。
